  1.1                          A bill for an act 
  1.2             relating to game and fish; requiring sterilization, 
  1.3             pasteurization, or labeling of animal urine products; 
  1.4             establishing shipping requirements for animal urine 
  1.5             products; providing penalties; proposing coding for 
  1.6             new law in Minnesota Statutes, chapter 97B.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [97B.068] [STERILIZATION OR PASTEURIZATION OF 
  1.9   ANIMAL URINE PRODUCTS.] 
  1.10     Subdivision 1.  [PROHIBITION.] No person may knowingly 
  1.11  offer for sale or sell an animal urine product or transport or 
  1.12  cause to be transported into the state an animal urine product 
  1.13  intended for sale that is not:  
  1.14     (1) sterilized or pasteurized and labeled according to 
  1.15  subdivision 2; or 
  1.16     (2) labeled according to subdivision 3.  
  1.17     Subd. 2.  [LABELING; STERILIZED.] An animal urine product 
  1.18  that is sterilized or pasteurized shall bear a label on the 
  1.19  front of the packaging, in conspicuous, unobstructed print, that 
  1.20  reads substantially as follows:  THIS PRODUCT HAS BEEN 
  1.21  STERILIZED OR PASTEURIZED. 
  1.22     Subd. 3.  [LABELING; UNSTERILIZED.] An animal urine product 
  1.23  that is not sterilized or pasteurized shall bear a label on the 
  1.24  front of the packaging, in conspicuous, unobstructed print, that 
  1.25  reads substantially as follows:  THIS PRODUCT MAY CONTAIN 
  1.26  INFECTIOUS AGENTS THAT CAUSE DISEASE.  CARE MUST BE USED IN 
  2.1   HANDLING THIS PRODUCT TO AVOID CONTACT WITH EYES, NOSE, MOUTH, 
  2.2   AND OPEN SORES. 
  2.3      Subd. 4.  [SHIPPING REQUIREMENTS.] An animal urine product 
  2.4   that is not sterilized or pasteurized shall be shipped in a 
  2.5   durable watertight container that is enclosed within a second 
  2.6   durable watertight container.  The second container shall 
  2.7   contain absorbent material sufficient to absorb the contents of 
  2.8   the inner container in the event of leakage.  Both containers 
  2.9   shall be enclosed within an outer shipping container comprised 
  2.10  of cardboard, wood, or other material of equivalent strength.  
  2.11  The outer shipping container shall be labeled according to 
  2.12  subdivision 3.  
  2.13     Subd. 5.  [PENALTY.] A violation of subdivisions 1 to 4 is 
  2.14  a petty misdemeanor for each individually packaged animal urine 
  2.15  product.
