  1.1                          A bill for an act 
  1.2             relating to the environment; appropriating money for 
  1.3             an analysis of pollutants in soils that have had 
  1.4             biosolids applied to them. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $65,000 for fiscal year 2005 is appropriated from the 
  1.8   environmental fund to the Pollution Control Agency to collect 
  1.9   samples and analyze the presence of pollutants in soils that 
  1.10  have had biosolids applied to them.  The commissioner must 
  1.11  include specific analysis of phthalates and flame retardants.  
  1.12  The commissioner shall report the findings of the analysis to 
  1.13  the senate and house committees with jurisdiction on 
  1.14  environmental policy.  This is a onetime appropriation.
