  1.1                          A bill for an act 
  1.2             relating to agriculture; establishing a feedlot design 
  1.3             and management compliance education program; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 17. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [17.137] [FEEDLOT DESIGN AND MANAGEMENT 
  1.8   COMPLIANCE EDUCATION PROGRAM.] 
  1.9      Subdivision 1.  [DUTIES OF THE COMMISSIONER.] The 
  1.10  commissioner, in conjunction with the Minnesota extension 
  1.11  service and applicable state and federal agencies, shall 
  1.12  establish a program of information, training, and education 
  1.13  activities for livestock producers, state and local technical 
  1.14  staff, and private sector individuals who work with producers. 
  1.15  The program must highlight the requirements and standards 
  1.16  contained in state or federal feedlot laws or rules, 
  1.17  environmental review requirements, and technical standards for 
  1.18  the construction, design, or management of livestock production 
  1.19  operations. 
  1.20     Subd. 2.  [PURPOSE.] The purpose of the feedlot design and 
  1.21  management compliance education program is to: 
  1.22     (1) consult with livestock producers, state and local 
  1.23  technical staff, and private sector individuals who provide 
  1.24  livestock producers services or assistance on research, 
  1.25  information, training, and education needs; 
  2.1      (2) advise and educate livestock producers, state and local 
  2.2   technical staff, and private sector individuals who work with 
  2.3   livestock producers of the requirements of state and federal 
  2.4   laws or rules regarding livestock operations; 
  2.5      (3) educate livestock producers, state and local technical 
  2.6   staff, and private sector individuals of options to modify 
  2.7   operations to comply with applicable laws and rules; 
  2.8      (4) promote the development and use of new technologies or 
  2.9   best management practices to address problems; and 
  2.10     (5) evaluate alternative practices or approaches to 
  2.11  compliance. 
  2.12     Subd. 3.  [REPORT.] By November 15 of each even-numbered 
  2.13  year, the commissioner shall report to the senate and house 
  2.14  policy and finance committees with jurisdiction over agriculture 
  2.15  on activities under this section. 
  2.16     Sec. 2.  [APPROPRIATION.] 
  2.17     $200,000 in fiscal year 2002 and $100,000 in fiscal year 
  2.18  2003 are appropriated from the general fund to the commissioner 
  2.19  of agriculture for the feedlot design and management compliance 
  2.20  education program under Minnesota Statutes, section 17.137.
