  1.1                          A bill for an act 
  1.2             relating to agriculture; extending the sunset date of 
  1.3             the dairy producers board; appropriating money; 
  1.4             amending Minnesota Statutes 2000, sections 15.059, 
  1.5             subdivision 5a; and 17.76, subdivision 2.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 15.059, 
  1.8   subdivision 5a, is amended to read: 
  1.9      Subd. 5a.  [LATER EXPIRATION.] Notwithstanding subdivision 
  1.10  5, the advisory councils and committees listed in this 
  1.11  subdivision do not expire June 30, 1997.  These groups expire 
  1.12  June 30, 2001, unless the law creating the group or this 
  1.13  subdivision specifies an earlier expiration date. 
  1.14     Investment advisory council, created in section 11A.08; 
  1.15     Intergovernmental information systems advisory council, 
  1.16  created in section 16B.42, expires June 30, 1999; 
  1.17     Feedlot and manure management advisory committee, created

  4.27     Sec. 2.  Minnesota Statutes 2000, section 17.76, 
  4.28  subdivision 2, is amended to read: 
  4.29     Subd. 2.  [APPOINTMENT; TERMS; COMPENSATION.] (a) Two 
  4.30  members of the board shall be appointed by each of seven 
  4.31  organizations representing agriculture in Minnesota.  The 
  4.32  organizations are: 
  4.33     Minnesota Farmers Union; 
  4.34     National Farmers Organization; 
  4.35     Farmers Union Milk Marketing Cooperative; 
  4.36     Minnesota Milk Producers; 
  5.1      Sustainable Farming Association of Minnesota; 
  5.2      Minnesota Farm Bureau; and 
  5.3      Minnesota COACT. 
  5.4      Two members of the board shall be appointed by each of two 
  5.5   organizations representing consumers in Minnesota.  The 
  5.6   organizations are: 
  5.7      Minnesota Food Association; and 
  5.8      Minnesota Senior Federation. 
  5.9      To the extent practicable, the members must be selected to 
  5.10  represent the broad diversity of Minnesota's dairy producers. 
  5.11     (b) The terms and compensation of members and reimbursement 
  5.12  for their expenses is governed by section 15.059. 
  5.13     (c) The board expires on June 30, 2001 2005. 
  5.14     Sec. 3.  [APPROPRIATION; DAIRY PRODUCERS BOARD.] 
  5.15     $25,000 in fiscal year 2002 and $25,000 in fiscal year 2003 
  5.16  are appropriated from the general fund to the commissioner of 
  5.17  agriculture for activities of the dairy producers board under 
  5.18  Minnesota Statutes, section 17.76.  That amount becomes the base 
  5.19  funding level.
