  1.2             relating to state government; modifying membership 
  1.3             requirements for the compensation council; amending 
  1.4             Minnesota Statutes 1994, section 15A.082, subdivision

  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 15A.082, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [MEMBERSHIP.] The compensation council consists 
  1.10  of 16 members:  two members of the house of representatives 
  1.11  appointed by the speaker of the house of representatives; two 
  1.12  members of the senate appointed by the majority leader of the 
  1.13  senate; one member of the house of representatives appointed by 
  1.14  the minority leader of the house of representatives; one member 
  1.15  of the senate appointed by the minority leader of the senate; 
  1.16  two nonjudges appointed by the chief justice of the supreme 
  1.17  court; and one member from each congressional district appointed 
  1.18  by the governor, of whom no more than four may belong to the 
  1.19  same political party.  The appointing authorities shall appoint 
  1.20  a council with a balance of race, gender, and income levels.  
  1.21  Appointments must be made by October 1.  The compensation and 
  1.22  removal of members appointed by the governor or the chief 
  1.23  justice shall be as provided in section 15.059, subdivisions 3 
  1.24  and 4.  The legislative coordinating commission shall provide 
  1.25  the council with administrative and support services.
