  1.1                          A bill for an act 
  1.2             relating to crime prevention; adding definitions to 
  1.3             the criminal vehicular operation law; requiring a 
  1.4             public awareness campaign; amending Minnesota Statutes 
  1.5             1998, section 609.21, subdivision 5. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 609.21, 
  1.8   subdivision 5, is amended to read: 
  1.9      Subd. 5.  [DEFINITIONS.] For purposes of this section, the 
  1.10  terms defined in this subdivision have the meanings given them. 
  1.11     (a) "Motor vehicle" has the meaning given in section 
  1.12  609.52, subdivision 1, and includes attached trailers. 
  1.13     (b) "Controlled substance" has the meaning given in section 
  1.14  152.01, subdivision 4. 
  1.15     (c) "Hazardous substance" means any chemical or chemical 
  1.16  compound that is listed as a hazardous substance in rules 
  1.17  adopted under chapter 182. 
  1.18     (d) Operating a motor vehicle in a "grossly negligent 
  1.19  manner" includes operating the vehicle: 
  1.20     (1) with very great negligence or without even scant care; 
  1.21  or 
  1.22     (2) while knowing or having reason to know that it is 
  1.23  maintained in a manner that creates a significant risk of death 
  1.24  or great bodily harm to another person. 
  1.25     Sec. 2.  [PUBLIC AWARENESS CAMPAIGN.] 
  2.1      The commissioner of public safety shall conduct a campaign 
  2.2   to increase public awareness about the dangers involved in using 
  2.3   trailers attached to motor vehicles, the importance of properly 
  2.4   attaching and maintaining the trailers, and the criminal 
  2.5   penalties addressing the failure to do this. 
  2.6      Sec. 3.  [EFFECTIVE DATE.] 
  2.7      Section 1 is effective August 1, 2000, and applies to 
  2.8   crimes committed on or after that date.
