  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to begin construction of the Wakota bridge; 
  1.4             authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [WAKOTA BRIDGE.] 
  1.7      $5,000,000 is appropriated from the state transportation 
  1.8   fund to the commissioner of transportation to begin construction 
  1.9   on the Wakota bridge. 
  1.10     Sec. 2.  [BOND SALE.] 
  1.11     To provide the money appropriated in this act from the 
  1.12  state transportation fund, the commissioner of finance, on 
  1.13  request of the governor, shall sell and issue general obligation 
  1.14  bonds of the state in an amount up to $5,000,000 in the manner, 
  1.15  upon the terms, and with the effect prescribed by Minnesota 
  1.16  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.17  Constitution, article XI, sections 4 to 7.  The proceeds of the 
  1.18  bonds, except accrued interest and any premium received on the 
  1.19  sale of the bonds, must be credited to a bond proceeds account 
  1.20  in the state transportation fund.  
  1.21     Sec. 3.  [EFFECTIVE DATE.] 
  1.22     This act is effective the day following final enactment.
