  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to construct the Minnesota African American performing 
  1.4             arts and education center in the city of St. Paul; 
  1.5             authorizing the sale of state bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [AFRICAN AMERICAN PERFORMING ARTS EDUCATION 
  1.8   CENTER.] 
  1.9      Subdivision 1.  [APPROPRIATION.] $8,000,000 is appropriated 
  1.10  from the bond proceeds fund to the board of the arts to make a 
  1.11  grant to the city of St. Paul to predesign, design, construct, 
  1.12  furnish, and equip the Minnesota African American performing 
  1.13  arts and education center.  The city of St. Paul may contract 
  1.14  with a nonprofit organization to operate the center, subject to 
  1.15  Minnesota Statutes, section 16A.695. 
  1.16     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.17  subdivision 1 from the bond proceeds fund, the commissioner of 
  1.18  finance, on request of the governor, shall sell and issue bonds 
  1.19  of the state in an amount up to $8,000,000 in the manner, upon 
  1.20  the terms, and with the effect prescribed by Minnesota Statutes, 
  1.21  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.22  article XI, sections 4 to 7. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     This act is effective the day following final enactment.
