  1.1                          A bill for an act
  1.2             relating to agriculture; providing a grant for the 
  1.3             development of a tool to measure the economic impact 
  1.4             of a biodiesel fuel processing plant; appropriating 
  1.5             money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; BIODIESEL PLANT ECONOMIC 
  1.8   ANALYZER.] 
  1.9      Subdivision 1.  [BIODIESEL PLANT ECONOMIC ANALYZER.] (a) 
  1.10  The commissioner of agriculture shall award and monitor a grant 
  1.11  or grants to one or more qualified applicants for the 
  1.12  development of a modeling tool or economic analyzer designed to 
  1.13  predict the economic impacts from the construction and operation 
  1.14  of a plant to process appropriate feedstocks into biodiesel fuel 
  1.15  as defined in Minnesota Statutes, section 239.77, subdivision 
  1.16  1.  The modeling tool must be designed to provide particular 
  1.17  attention to expected impacts from a plant of various sizes on 
  1.18  the market price of soybeans in the geographic area around a 
  1.19  proposed plant and elsewhere in the state. 
  1.20     (b) The grant or grants under paragraph (a) may be issued 
  1.21  with or without competitive applications. 
  1.22     (c) The maximum grant amount to any applicant is $15,000. 
  1.23     Subd. 2.  [APPROPRIATION.] $15,000 is appropriated from the 
  1.24  general fund to the commissioner of agriculture for the fiscal 
  1.25  biennium ending June 30, 2005, for the biodiesel plant economic 
  2.1   analyzer grant program in subdivision 1.  This is a onetime 
  2.2   appropriation.  Any amount of this appropriation that remains 
  2.3   unexpended after June 30, 2005, reverts to the general fund. 
  2.4      Sec. 2.  [EFFECTIVE DATE.] 
  2.5      The appropriation in section 1 is effective the day 
  2.6   following final enactment.
