  1.1                          A bill for an act 
  1.2             relating to drivers' licenses; reallocating fees to 
  1.3             motorcycle safety fund and removing funding cap; 
  1.4             amending Minnesota Statutes 2002, section 171.06, 
  1.5             subdivision 2a. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 171.06, 
  1.8   subdivision 2a, is amended to read: 
  1.9      Subd. 2a.  [TWO-WHEELED VEHICLE ENDORSEMENT FEE INCREASED.] 
  1.10  (a) The fee for any duplicate driver's license which is obtained 
  1.11  for the purpose of adding a two-wheeled vehicle endorsement is 
  1.12  increased by $18.50 for each first such duplicate license and 
  1.13  $13 for each renewal thereof.  The additional fee shall must be 
  1.14  paid into the state treasury and credited as follows: 
  1.15     (1) $11 of the additional fee for each first duplicate 
  1.16  license, and $7 of the additional fee for each renewal, must be 
  1.17  credited to the motorcycle safety fund, which is hereby created; 
  1.18  provided that any fee receipts in excess of $750,000 in a fiscal 
  1.19  year shall be credited 90 percent to the trunk highway fund and 
  1.20  ten percent to the general fund, as provided in section 171.26. 
  1.21     (2) The remainder of the additional fee must be credited to 
  1.22  the general fund, as provided in section 171.26. 
  1.23     (b) All application forms prepared by the commissioner for 
  1.24  two-wheeled vehicle endorsements shall must clearly state the 
  1.25  amount of the total fee that is dedicated to the motorcycle 
  2.1   safety fund.
