A bill for an act
relating to education; requiring rulemaking for music production teacher
licensure.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MUSIC PRODUCTION TEACHER LICENSURE RULEMAKING
AUTHORITY.

new text begin The Board of Teaching shall adopt rules to create a music production teacher
license. The rules shall:
new text end

new text begin (1) authorize the licensed teacher to provide students in kindergarten through grade
12 instruction that is designed to develop music production competence and understanding
of general music technology, theory, and practice;
new text end

new text begin (2) require the licensed teacher to hold a baccalaureate degree from a college or
university that is regionally accredited by the association for the accreditation of colleges
and secondary schools; and
new text end

new text begin (3) require that the licensed teacher is able to:
new text end

new text begin (i) identify and analyze representative popular 20th and 21st century musical forms,
styles, performance contexts, and performance media, and describe the musical traditions
and context of popular musical styles;

new text begin (ii) demonstrate a basic knowledge of music technology and audio recording
hardware and computer programs;
new text end

new text begin (iii) demonstrate competency in song writing;
new text end

new text begin (iv) demonstrate basic skills and techniques for recording music;
new text end

new text begin (v) demonstrate competence in audio production, mixing, and mastering;
new text end

new text begin (vi) demonstrate competency in guitar or keyboard performance;
new text end

new text begin (vii) demonstrate competency in vocal performance;
new text end

new text begin (viii) identify and reproduce popular chord progressions and rhythms;
new text end

new text begin (ix) demonstrate a basic knowledge of poetry or lyricism;
new text end

new text begin (x) demonstrate the understandings and skills necessary to choose instruction,
materials, and literature for students of varying abilities; and
new text end

new text begin (xi) demonstrate a basic knowledge of musical entrepreneurship and music business.
