A bill for an act
relating to state government; requiring the state to maintain searchable databases
on tax increment financing and JOBZ; appropriating money; proposing coding
for new law in Minnesota Statutes, chapters 6; 116J.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The state auditor shall develop and maintain a Web site with a searchable database
providing the public information on the use of tax increment financing by political
subdivisions. The auditor shall create the database from annual financial reports filed with
the auditor. The auditor may add to the database data obtained from the commissioner of
revenue and other information that the auditor determines appropriate. The database must
be searchable by, at least, the development authority, municipality, and district name. The
database must include the following information for each tax increment financing district
and each development authority for at least the most recently available year:

new text begin (3) the certification date;
new text end

new text begin (4) the year of the first receipt of increment;

new text begin (5) the captured tax capacity;
new text end

new text begin (6) the total amount of increment collected;

new text begin (7) the amount of increment collected for the most recent year;
new text end

new text begin (8) the amount of debt obligations issued to finance the district;
new text end

new text begin (9) the amount of outstanding obligations of the district;
new text end

new text begin (10) the purposes for which increments have been expended by category, including
the amount spent on administrative expenses;

new text begin (11) the amount of increment transferred to other districts; and
new text end

new text begin (12) other items the auditor determines would be useful or of interest to the public.

new text begin (b) The Web site must also be designed to permit the user to extract aggregate
information by municipality, type of district, and home county for the municipality.

new text begin (c) The auditor may pay for the cost of implementing this section with the revenues
provided by section 469.176, subdivision 11. The commissioner of revenue may increase
the percent under that section by up to ... percent, for one or more years, if the auditor
certifies that is necessary to cover the cost of implementing this section.

Sec. 2.

AND BUSINESS SUBSIDIES.

new text begin (a) The commissioner shall develop and maintain a Web site with a searchable
database providing the public information on business subsidies, including the use of job
opportunity building zones. The database must be searchable by, at least, the name of the
business and the governmental entity entering into the business subsidy agreement, as well
as the program under which the business subsidy is provided. The database must include
the following information for each business subsidy agreement:

new text begin (1) the business receiving the subsidy or tax benefits;

new text begin (2) the line of business;
new text end

new text begin (3) the city in which the business is located;
new text end

new text begin (4) the capital investment, both the amount required by the business subsidy
agreement and the confirmed or reported amount actually made to the extent available;

new text begin (5) whether the business was an expansion or relocation;
new text end

new text begin (6) the number of new jobs, both the amount required by the business subsidy
agreement and the confirmed or reported amount actually made to the extent available;

new text begin (7) the number of retained jobs, both the amount required by the business subsidy
agreement and the confirmed or reported amount actually made to the extent available;

new text begin (8) the average hourly wages and benefits, both the amount required by the business
subsidy agreement and the confirmed or reported amount actually made to the extent
available;

new text begin (9) to the extent publicly available, the amount of the subsidy or tax benefits
provided to the business; and

new text begin (10) other information that the commissioner determines appropriate.
