  1.1                          A bill for an act
  1.2             relating to child care; qualifications of child care 
  1.3             providers in child care centers and family day care 
  1.4             homes; establishing an advisory task force and 
  1.5             requiring recommendations. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ADVISORY TASK FORCE ON CHILD CARE PROVIDER 
  1.8   QUALIFICATIONS.] 
  1.9      Subdivision 1.  [ESTABLISHMENT; DUTIES.] An advisory task 
  1.10  force is established to recommend to the commissioner of 
  1.11  children, families, and learning a process that will result in 
  1.12  the separation of the licensing procedures for child care 
  1.13  providers, including child care center teachers, assistant 
  1.14  teachers, aides, substitutes, family day care providers, and 
  1.15  group family day care providers, from the licensing procedures 
  1.16  for the physical plant of child care centers and family day care 
  1.17  homes.  The task force must recommend to the commissioner the 
  1.18  most appropriate entity within or associated with the department 
  1.19  of children, families, and learning in which to house the 
  1.20  function of licensing child care providers.  The task force must 
  1.21  also develop standards for the licensure of child care providers 
  1.22  which must be appropriate to each type of provider, and which 
  1.23  must incorporate the core competencies matrix as developed by 
  1.24  the early childhood professional development institute. 
  1.25     Subd. 2.  [COMPOSITION OF TASK FORCE.] The task force shall 
  2.1   be composed of representatives of, and chosen by, the following 
  2.2   professional associations and groups: 
  2.3      (1) two representatives from the early childhood 
  2.4   professional development institute; 
  2.5      (2) two representatives from the Minnesota early childhood 
  2.6   care and education council; 
  2.7      (3) two representatives from the Minnesota licensed family 
  2.8   child care association; 
  2.9      (4) two representatives from the alliance of early child 
  2.10  care professionals; 
  2.11     (5) two representatives from the Minnesota early childhood 
  2.12  teacher educators organization; 
  2.13     (6) two representatives from ACCESS; 
  2.14     (7) one representative from Minnesota child care resource 
  2.15  and referral agencies located outside of Hennepin and Ramsey 
  2.16  counties; 
  2.17     (8) one representative from resources for child caring; and 
  2.18     (9) one representative from the greater Minneapolis day 
  2.19  care association. 
  2.20     Task force members shall not receive per diem, but shall be 
  2.21  reimbursed for actual expenses necessary for the completion of 
  2.22  the task force's duties. 
  2.23     Subd. 3.  [REPORTS REQUIRED.] The task force must present 
  2.24  recommendations to the commissioner by February 15, 1997.  The 
  2.25  task force must also report to the legislature by February 15, 
  2.26  1997, on its recommendations to the commissioner.
