  1.1                          A bill for an act 
  1.2             relating to education finance; replacing supplemental 
  1.3             revenue with an adjustment to a school district's 
  1.4             referendum revenue; amending Minnesota Statutes 2000, 
  1.5             sections 126C.10, subdivision 1; 126C.17, subdivisions 
  1.6             1, 2; repealing Minnesota Statutes 2000, section 
  1.7             126C.10, subdivisions 9, 10, 11, 12. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 126C.10, 
  1.10  subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.12  year 2000 2003 and thereafter, the general education revenue for 
  1.13  each district equals the sum of the district's basic revenue, 
  1.14  basic skills revenue, training and experience revenue, secondary 
  1.15  sparsity revenue, elementary sparsity revenue, transportation 
  1.16  sparsity revenue, total operating capital revenue, equity 
  1.17  revenue, referendum offset adjustment, and transition revenue, 
  1.18  and supplemental revenue. 
  1.19     Sec. 2.  Minnesota Statutes 2000, section 126C.17, 
  1.20  subdivision 1, is amended to read: 
  1.21     Subdivision 1.  [REFERENDUM ALLOWANCE.] A district's 
  1.22  referendum revenue allowance equals the referendum revenue 
  1.23  authority for that year and an amount equal to the district's 
  1.24  supplemental revenue for fiscal year 2002 divided by its 
  1.25  resident marginal cost pupil units for that school year. 
  1.26     Sec. 3.  Minnesota Statutes 2000, section 126C.17, 
  2.1   subdivision 2, is amended to read: 
  2.2      Subd. 2.  [REFERENDUM ALLOWANCE LIMIT.] Notwithstanding 
  2.3   subdivision 1, a district's referendum allowance must not exceed 
  2.4   the greater of:  
  2.5      (1) the sum of the district's referendum allowance for 
  2.6   fiscal year 1994 and its supplemental revenue for fiscal year 
  2.7   2002 divided by its resident marginal cost pupil units for 
  2.8   fiscal year 2002; 
  2.9      (2) the sum of 25 percent of the formula allowance and its 
  2.10  supplemental revenue for fiscal year 2002 divided by its 
  2.11  resident marginal cost pupil units for fiscal year 2002; or 
  2.12     (3) for a newly reorganized district created after July 1, 
  2.13  1994, the sum of the referendum revenue authority for the 
  2.14  reorganizing districts for the fiscal year preceding the 
  2.15  reorganization, divided by the sum of the resident marginal cost 
  2.16  pupil units of the reorganizing districts for the fiscal year 
  2.17  preceding the reorganization. 
  2.18     Sec. 4.  [REPEALER.] 
  2.19     Minnesota Statutes 2000, section 126C.10, subdivisions 9, 
  2.20  10, 11, and 12, are repealed for fiscal year 2003 and later.
