  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             adding a section to article IV; requiring that the 
  1.4             costs of new local government mandates be shared by 
  1.5             the state. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution, adding a 
  1.9   section to article IV, is proposed to the people.  If the 
  1.10  amendment is adopted, the section will read as follows: 
  1.11     Sec. 27.  No general law may impose increased expenditure 
  1.12  requirements on units of local government unless it also 
  1.13  provides state appropriations to share in the cost. 
  1.14     Sec. 2.  [QUESTION.] 
  1.15     The amendment shall be submitted to the people at the 1996 
  1.16  general election.  The question proposed shall be: 
  1.17     "Shall the Minnesota Constitution be amended to require 
  1.18  that the cost of new requirements for local expenditures be 
  1.19  shared by state appropriations? 
  1.20                                     Yes .......
  1.21                                     No ........"
