  1.1                          A bill for an act
  1.2             relating to insurance; automobile; clarifying the 
  1.3             rights of automobile accident victims; amending 
  1.4             Minnesota Statutes 1996, section 65B.51, by adding a 
  1.5             subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 65B.51, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3a.  [RIGHT TO RECOVER FOR NONECONOMIC DETRIMENT 
  1.10  PRESERVED.] A person's right to bring a negligence action to 
  1.11  recover for noneconomic detriment is not affected by whether the 
  1.12  person has a plan of reparation security in compliance with 
  1.13  section 65B.48. 
  1.14     Sec. 2.  [EFFECTIVE DATE; INTENT.] 
  1.15     Section 1 is effective the day following final enactment 
  1.16  and is intended as a clarification of current law.
