A bill for an act
relating to agriculture; appropriating money to the Agricultural Utilization Research
Institute for identifying roads, streets, parking areas, and trails to seal with soy-based
sealant.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SOY-BASED SEALANT; APPROPRIATION.

new text begin (a) With the funds appropriated under this section, the Agricultural Utilization Research
Institute (AURI), in collaboration with the city of Minneapolis, shall: (1) identify recently
resurfaced roads, streets, parking areas, or trails to seal or reseal with a soy-based sealant
for an asphalt surface, and (2) study and analyze the impact of the soy-based sealant on the
safety, longevity, usability, practicality, cost-competitiveness, air quality, and any other
factor identified by the AURI or the city of Minneapolis regarding the identified area.

new text begin (b) The AURI shall collect and record any data related to the requirements under
paragraph (a). Any report developed by the AURI pursuant to this section shall be made
publicly available.

new text begin (c) The AURI shall give priority to roads, streets, parking areas, or trails that are located
in a community as described in Minnesota Statutes, section 116.07, subdivision 4a.

new text begin (d) $200,000 in fiscal year 2018 is appropriated from the general fund to the AURI for
purposes of this section. This amount is available until expended.
