A bill for an act
relating to higher education; establishing a scholarship program for Minnesota
State High School Mathematics League students; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin SCHOLARSHIP FOR MINNESOTA STATE HIGH SCHOOL
MATHEMATICS LEAGUE STUDENTS.

new text begin Eligibility. new text end

new text begin An eligible student is a student who:

new text begin (1) has participated for at least three years in the Minnesota State High School
Mathematics League;
new text end

new text begin (2) is a senior attending a high school in Minnesota; and
new text end

new text begin (3) has been accepted and plans to attend a postsecondary institution in Minnesota
pursuing a four-year degree.

new text begin Application and eligibility process. new text end

new text begin The student shall submit an application,
created by the Minnesota State High School Mathematics League, to the league. The league
shall determine scholarship eligibility. The league shall submit to the Office of Higher
Education a list of scholarship recipients and other information requested by the office by
a date designated by the office.

new text begin The office shall receive the list of scholarship
recipients and provide the scholarship to the higher education institution for which the
student is attending, within available appropriations.

new text begin The onetime scholarship is $5,000. The scholarships are available
for four years beginning in the 2023-2024 academic year.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $300,000 in fiscal year 2024 and $300,000 in fiscal year 2025 are appropriated from the
general fund to the Office of Higher Education for purposes of the scholarship program.
The base for this appropriation is $300,000 in fiscal year 2026 and $300,000 in fiscal year
2027. The base for this appropriation is $0 in fiscal year 2028 and later.
