  1.1                          A bill for an act 
  1.2             relating to the legislature; limiting legislative 
  1.3             activity during the second year of a biennial session; 
  1.4             amending Minnesota Statutes 2000, section 3.012; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 3. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 3.012, is 
  1.9   amended to read: 
  1.10     3.012 [LEGISLATIVE DAY.] 
  1.11     A legislative day in the first year of a biennial session 
  1.12  is a day when either house of the legislature is called to 
  1.13  order.  A legislative day in the second year of a biennial 
  1.14  session is a calendar day.  A legislative day begins at seven 
  1.15  o'clock a.m. and continues until seven o'clock a.m. of the 
  1.16  following calendar day.  
  1.17     Sec. 2.  [3.013] [LIMITS ON SECOND YEAR OF BIENNIAL 
  1.18  SESSION.] 
  1.19     (a) The legislature may only meet in regular session for 30 
  1.20  legislative days during the second year of a biennial session. 
  1.21     (b) The legislature may only consider bills during the 
  1.22  second year of a biennial session that have been approved for 
  1.23  consideration by the speaker of the house, the house minority 
  1.24  leader, and the senate majority and minority leaders.
