  1.1                          A bill for an act 
  1.2             relating to state lands; modifying terms of a tax 
  1.3             forfeited land sale; amending Laws 1997, chapter 207, 
  1.4             section 7. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1997, chapter 207, section 7, is amended 
  1.7   to read: 
  1.8      Sec. 7.  [PRIVATE SALE OF TAX-FORFEITED LAND; CARLTON 
  1.9   COUNTY.] 
  1.10     (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  1.11  282.018, subdivision 1, and the public sale provisions of 
  1.12  Minnesota Statutes, chapter 282, Carlton county may sell by 
  1.13  private sale the tax-forfeited land described in paragraph (d) 
  1.14  under the remaining provisions of Minnesota Statutes, chapter 
  1.15  282. 
  1.16     (b) The land described in paragraph (d) may be sold by 
  1.17  private sale.  The consideration for the conveyance must include 
  1.18  the taxes due on the property and any penalties, interest, and 
  1.19  costs shall be the appraised value of the land.  If the lands 
  1.20  are sold, the conveyance must reserve to the state a 
  1.21  conservation easement, in a form prescribed by the commissioner 
  1.22  of natural resources, for the land within 100 feet of the 
  1.23  ordinary high water level of Slaughterhouse creek for public 
  1.24  angler access and stream habitat protection and enhancement. 
  1.25     (c) The conveyance must be in a form approved by the 
  2.1   attorney general. 
  2.2      (d) The land to be conveyed is located in Carlton county 
  2.3   and is described as: 
  2.4      North 6.66 acres of the West Half of the Northeast Quarter 
  2.5   of the Southwest Quarter, subject to pipeline easement, Section 
  2.6   6, Township 48 North, Range 16 West, City of Carlton. 
  2.7      (e) Carlton county has determined that this sale best 
  2.8   serves the land management interests of Carlton county. 
  2.9      Sec. 2.  [EFFECTIVE DATE.] 
  2.10     Section 1 is effective the day following final enactment.
