  1.1                          A bill for an act 
  1.2             relating to human services; authorizing a study of 
  1.3             ways to implement a voucher system for long-term care 
  1.4             Medicaid recipients. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [VOUCHER SYSTEM STUDY.] 
  1.7      Subdivision 1.  [AUTHORIZATION FOR STUDY.] The commissioner 
  1.8   of human services is authorized to conduct a study of ways to 
  1.9   implement a voucher system to be used for long-term care 
  1.10  Medicaid recipients for housing, assisted living, adult day 
  1.11  care, nursing home stay, food stamps and energy assistance in a 
  1.12  support voucher, and a health care voucher to be used to cover 
  1.13  the costs of health-related needs up to a capitated amount. 
  1.14     Subd. 2.  [FEDERAL WAIVERS.] The commissioner shall 
  1.15  determine whether any federal waivers are necessary to implement 
  1.16  a voucher system.
