  1.1                          A bill for an act 
  1.2             relating to education; providing that the Minnesota 
  1.3             state colleges and universities and the University of 
  1.4             Minnesota shall not collect student fees for purposes 
  1.5             objectionable to students; amending Minnesota Statutes 
  1.6             1995 Supplement, section 136F.22, subdivisions 1 and 
  1.7             2; proposing coding for new law in Minnesota Statutes, 
  1.8             chapter 137. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1995 Supplement, section 
  1.11  136F.22, subdivision 1, is amended to read: 
  1.12     Subdivision 1.  [STATEWIDE.] The board shall recognize one 
  1.13  statewide student association for the community colleges, one 
  1.14  for the state universities, and one for the technical colleges.  
  1.15  Each campus student association shall be affiliated with its 
  1.16  statewide student association and all students enrolled on those 
  1.17  campuses shall be members of their respective statewide 
  1.18  association. 
  1.19     Sec. 2.  Minnesota Statutes 1995 Supplement, section 
  1.20  136F.22, subdivision 2, is amended to read: 
  1.21     Subd. 2.  [FEES.] Each statewide association shall set its 
  1.22  fees to be collected by the board and shall submit any changes 
  1.23  in its fees to the board for review.  The board may revise or 
  1.24  reject the fee change.  Fees must be collected by each state 
  1.25  college and university and shall be credited to each 
  1.26  association's account to be spent as determined by that 
  1.27  association.  A student shall not be required to pay a fee to 
  2.1   support a statewide or campus organization of which the student 
  2.2   is not voluntarily a member, or to support political or 
  2.3   ideological activities that are objectionable to the student. 
  2.4      Sec. 3.  [137.101] [STUDENT FEES.] 
  2.5      The board of regents shall not require students to pay a 
  2.6   fee to support a statewide or campus organization of which the 
  2.7   student is not voluntarily a member, or to support political or 
  2.8   ideological activities that are objectionable to the student.
