A bill for an act
relating to higher education; appropriating money for a grant to Teach for America.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; TEACH FOR AMERICA.

new text begin $1,000,000 in fiscal year 2024 and $1,000,000 in fiscal year 2025 are appropriated from
the general fund to the commissioner of the Office of Higher Education for a grant to Teach
for America - Twin Cities to address the systemic shortage of teachers in the state. The
grant must be used for:

new text begin (1) expenses related to the recruitment, training, and placement of prospective teachers
who fill vacancies in shortage areas;
new text end

new text begin (2) expenses related to the recruitment and placement of experienced teachers, school
and system leaders, and the support of local education agencies in talent planning for high
impact instructional roles and school leadership vacancies; and

new text begin (3) expenses related to the professional development and retention of educators working
in both shortage areas and in communities experiencing significant challenges recruiting,
hiring, and retaining racially and ethnically diverse teachers close to the proportion of
students of color and indigenous students.
