  1.1                          A bill for an act 
  1.2             relating to cities; Plainview and Lake City; allowing 
  1.3             establishment of motor vehicle deputy registrar 
  1.4             offices. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ESTABLISHING MOTOR VEHICLE DEPUTY REGISTRAR 
  1.7   OFFICES IN PLAINVIEW AND LAKE CITY.] 
  1.8      (a) The Wabasha county board, with the approval of the 
  1.9   registrar of motor vehicles, may (1) appoint a person to operate 
  1.10  a registration and motor vehicle tax collection bureau in the 
  1.11  city of Plainview and (2) appoint a person to operate a 
  1.12  registration and motor vehicle tax collection bureau in the city 
  1.13  of Lake City. 
  1.14     (b) The appointments may be made notwithstanding those 
  1.15  provisions of Minnesota Statutes, section 168.33, and rules 
  1.16  adopted by the commissioner of public safety, that limit sites 
  1.17  for the office of deputy registrar, that prescribe who may 
  1.18  appoint deputy registrars, and that mandate that a deputy 
  1.19  registrar be an officer or employee of the city. 
  1.20     (c) All other provisions regarding the appointment and 
  1.21  operation of a deputy registrar office under Minnesota Statutes, 
  1.22  section 168.33, and Minnesota Rules, chapter 7406, apply to each 
  1.23  deputy registrar office. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective the day following final enactment 
  2.1   without local approval as provided in Minnesota Statutes, 
  2.2   section 645.023, subdivision 1, paragraph (a).
