  1.1                          A bill for an act
  1.2             relating to state government; modifying previous 
  1.3             appropriations for certain capital improvements; 
  1.4             amending Laws 1994, chapter 643, sections 3, 
  1.5             subdivision 2, and 15, subdivisions 2 and 4; Laws 
  1.6             1996, chapter 463, sections 13, subdivisions 2 and 4, 
  1.7             and 24, subdivision 8. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Laws 1994, chapter 643, section 3, subdivision 
  1.10  2, is amended to read:  
  1.11  Subd. 2.  Restore and Renovate
  1.12  Capitol Building Exterior                             5,000,000
  1.13  To the commissioner of administration 
  1.14  to renovate and improve the capitol 
  1.15  including reroofing, repair of the roof 
  1.16  balustrade, and Quadriga restoration, 
  1.17  and for an exterior stone testing 
  1.18  program.  No more than $35,000 of this 
  1.19  appropriation is to the capitol area 
  1.20  architectural and planning board for 
  1.21  design review fees. 
  1.22     Sec. 2.  Laws 1994, chapter 643, section 15, subdivision 2, 
  1.23  is amended to read: 
  1.24  Subd. 2.  Bloomington Ferry Bridge          7,631,000 5,131,000
  1.25  This appropriation is from the state 
  1.26  transportation fund as provided in 
  1.27  Minnesota Statutes, section 174.50, to 
  1.28  match federal funds to complete 
  1.29  construction of the Bloomington ferry 
  1.30  bridge and approaches.  
  1.31  This appropriation is added to the 
  1.32  appropriation in Laws 1993, chapter 
  1.33  373, section 14, subdivision 2. 
  1.34     Sec. 3.  Laws 1994, chapter 643, section 15, subdivision 4, 
  2.1   is amended to read: 
  2.2   Subd. 4.  Local Bridge 
  2.3   Replacement and Rehabilitation            12,445,000 14,945,000
  2.4   This appropriation is from the state 
  2.5   transportation fund as provided in 
  2.6   Minnesota Statutes, section 174.50, to 
  2.7   match federal funds and to replace or 
  2.8   rehabilitate local deficient bridges. 
  2.9   Political subdivisions may use grants 
  2.10  made under this section to construct or 
  2.11  reconstruct bridges, including: 
  2.12  (1) matching federal-aid grants to 
  2.13  construct or reconstruct key bridges; 
  2.14  (2) paying the costs to abandon an 
  2.15  existing bridge that is deficient and 
  2.16  in need of replacement, but where no 
  2.17  replacement will be made; 
  2.18  (3) paying the costs to construct a 
  2.19  road or street to facilitate the 
  2.20  abandonment of an existing bridge 
  2.21  determined by the commissioner to be 
  2.22  deficient, if the commissioner 
  2.23  determines that construction of the 
  2.24  road or street is more cost-efficient 
  2.25  than the replacement of the existing 
  2.26  bridge; and 
  2.27  (4) paying the costs of preliminary 
  2.28  engineering and environmental studies 
  2.29  authorized under Minnesota Statutes, 
  2.30  section 174.50, subdivision 6a. 
  2.31     Sec. 4.  Laws 1996, chapter 463, section 13, subdivision 2, 
  2.32  is amended to read:  
  2.33  Subd. 2.  Capital Asset
  2.34  Preservation and Replacement (CAPRA)                 12,000,000
  2.35  To be spent in accordance with 
  2.36  Minnesota Statutes, section 16A.632. 
  2.37  Up to $900,000 of the money 
  2.38  appropriated in this subdivision may be 
  2.39  used as necessary to renovate the 
  2.40  Governor's Residence in St. Paul for 
  2.41  life safety, code, security, and 
  2.42  ancillary storage facility improvements.
  2.43  Up to $600,000 of the money 
  2.44  appropriated in this subdivision may be 
  2.45  used to continue the electrical utility 
  2.46  infrastructure conversion of the 
  2.47  primary feeder loop system to a primary 
  2.48  selective system by rerouting the 
  2.49  system around the capitol. 
  2.50  In accordance with Minnesota Statutes, 
  2.51  section 16B.31, subdivision 6, the 
  2.52  commissioner of administration shall 
  2.53  identify the condition and suitability 
  2.54  of all major state buildings and office 
  2.55  space and report the commissioner's 
  2.56  findings by June 30, 1997, to the 
  2.57  chairs of the senate committee on 
  3.1   finance and the house of 
  3.2   representatives committees on ways and 
  3.3   means and on capital investment.  The 
  3.4   report must identify the useful life, 
  3.5   the current condition, the estimated 
  3.6   cost of currently needed repairs, and 
  3.7   the suitability for the current state 
  3.8   purposes of all major state-owned 
  3.9   buildings and office space owned or 
  3.10  leased by the state.  The legislature 
  3.11  intends to use the report in 
  3.12  considering future appropriations to 
  3.13  the commissioner of administration and 
  3.14  to state agencies for asset 
  3.15  preservation. 
  3.16     Sec. 5.  Laws 1996, chapter 463, section 13, subdivision 4, 
  3.17  is amended to read:  
  3.18  Subd. 4.  Renovate Capitol
  3.19  Building                                              7,400,000
  3.20  $4,800,000 $3,765,000 is to predesign, 
  3.21  design, and reconstruct the 
  3.22  northeast terrace and predesign and 
  3.23  design the northwest terraces terrace 
  3.24  of the capitol building.  
  3.25  $1,400,000 is to renovate the lantern 
  3.26  and related structures on the capitol 
  3.27  dome. 
  3.28  $1,200,000 $2,235,000 is to predesign, 
  3.29  design, construct, furnish, and equip 
  3.30  the renovation of the capitol cafeteria 
  3.31  and related spaces.  
  3.32  The balance of the appropriation in 
  3.33  this subdivision that is not needed for 
  3.34  the projects specified may be used for 
  3.35  other structural stabilization projects 
  3.36  at the capitol or to improve the 
  3.37  capitol mall. 
  3.38     Sec. 6.  Laws 1996, chapter 463, section 24, subdivision 8, 
  3.39  is amended to read: 
  3.40  Subd. 8.  Lyn/Lake/Jungle 
  3.41  Theatre Performing Arts Center                          335,000
  3.42  For a grant to Hennepin county to 
  3.43  design, construct, furnish, and equip 
  3.44  the Lyn/Lake/Jungle Theatre community 
  3.45  performing arts center to provide a 
  3.46  community theater and rehearsal space, 
  3.47  offices, classrooms and meeting rooms 
  3.48  for performing arts organizations, arts 
  3.49  education and arts development and 
  3.50  outreach in a tax-forfeited structure 
  3.51  in Hennepin county.  Hennepin county 
  3.52  may contract with a non-profit 
  3.53  organization for operation of the 
  3.54  center, subject to Minnesota Statutes, 
  3.55  section 16A.695.  This appropriation is 
  3.56  not available until the commissioner 
  3.57  has determined that at least $1,630,000 
  3.58  has been committed by nonstate sources 
  3.59  to complete the Lyn/Lake/Jungle Theatre 
  3.60  main stage in a nearby building owned 
  4.1   and operated by the Jungle Theater and 
  4.2   that $100,000 has been committed by 
  4.3   non-state sources to complete the 
  4.4   community performing arts center.  This 
  4.5   is the final state appropriation for 
  4.6   this project. 
  4.7      Sec. 7.  [EFFECTIVE DATE.] 
  4.8      This act is effective the day following final enactment.
