  1.1                          A bill for an act 
  1.2             relating to economic development; providing a grant to 
  1.3             Hennepin county for the multijurisdictional 
  1.4             reinvestment program; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $24,000,000 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of trade and economic development for a grant 
  1.9   to Hennepin county as the state contribution for the Humboldt 
  1.10  Avenue greenway project in accordance with the 
  1.11  multijurisdictional reinvestment program plan established in 
  1.12  Minnesota Statutes, section 383B.79.  The purpose of the grant 
  1.13  is to acquire land for green space and infrastructure 
  1.14  improvements in the vicinity of Humboldt Avenue North; 
  1.15  reclamation of wetland amenities for public use; and 
  1.16  construction of a parkway.  This appropriation is not available 
  1.17  until the governmental jurisdictions participating in the 
  1.18  multijurisdictional reinvestment program have committed in the 
  1.19  aggregate $12,000,000 for the project.  The governmental 
  1.20  jurisdictions, however constituted, may use any nonstate money 
  1.21  under their control to meet the match requirement. 
  1.22     Sec. 2.  [BOND SALE AUTHORIZATION.] 
  1.23     To provide the money appropriated in this act from the bond 
  1.24  proceeds fund, the commissioner of finance, on request of the 
  1.25  governor, shall sell and issue bonds of the state in an amount 
  2.1   not to exceed $24,000,000 in the manner, upon the terms, and 
  2.2   with the effect prescribed by Minnesota Statutes, sections 
  2.3   16A.631 to 16A.675, and the Minnesota Constitution, article XI, 
  2.4   sections 4 to 7.
