  1.1                          A bill for an act 
  1.2             relating to education; directing the board of trustees 
  1.3             of the Minnesota state colleges and universities to 
  1.4             reduce spending disparities among campuses. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ALLOCATIONS.] 
  1.7      The board of trustees of the Minnesota state colleges and 
  1.8   universities shall use a portion of its 2000-2001 base 
  1.9   appropriation increases to reduce the funding variances in per 
  1.10  full year equivalent student spending among MnSCU institutions, 
  1.11  as demonstrated in MnSCU's instructional cost study.  Variances 
  1.12  shall be addressed within categories of institutions of the same 
  1.13  type.  The additional base allocation to these institutions is 
  1.14  to be used to foster student success by enhancing programmatic 
  1.15  spending and improving the level and quality of student 
  1.16  services.  The board of trustees shall report on per full year 
  1.17  equivalent student allocations by campus as part of its 
  1.18  2002-2003 biennial budget request.
