  1.1                          A bill for an act 
  1.2             relating to natural resources; authorizing bonds and 
  1.3             appropriating money to acquire land for wetlands or to 
  1.4             restore wetlands to be used to replace wetlands 
  1.5             drained or filled as a result of maintenance of 
  1.6             existing public roads. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [WETLANDS REPLACEMENT PROGRAM; APPROPRIATION.] 
  1.9      $2,900,000 in fiscal year 2000 is appropriated from the 
  1.10  bond proceeds fund to the board of water and soil resources to 
  1.11  acquire land for wetlands or restore wetlands to be used to 
  1.12  replace wetlands drained or filled as a result of the repair, 
  1.13  maintenance, or rehabilitation of existing public roads, as 
  1.14  provided in Minnesota Statutes, section 103G.222, subdivision 1, 
  1.15  paragraph (m). 
  1.16     The purchase price paid for acquisition of land, fee, or 
  1.17  perpetual easement shall be the amount deemed reasonable by the 
  1.18  board.  The board may enter into agreements with the federal 
  1.19  government, other state agencies, political subdivisions, and 
  1.20  nonprofit organizations or fee owners for the acquisition of 
  1.21  land and restoration and creation of wetlands with funds 
  1.22  provided by this appropriation.  Acquisition or conveyance of 
  1.23  land may be in the name of the political subdivision. 
  1.24     Sec. 2.  [BOND SALE.] 
  1.25     To provide the money appropriated by section 1 from the 
  1.26  state bond proceeds fund, the commissioner of finance, on the 
  2.1   request of the governor, shall sell and issue bonds of the state 
  2.2   in an amount up to $2,900,000 in the manner, upon the terms, and 
  2.3   with the effect prescribed by Minnesota Statutes, sections 
  2.4   16A.631 to 16A.675, and by the Minnesota Constitution, article 
  2.5   XI, sections 4 to 7.
