  1.1                          A bill for an act 
  1.2             relating to libraries; modifying the amount for public 
  1.3             library accessibility grants; authorizing state bonds; 
  1.4             appropriating money for public library accessibility 
  1.5             grants; amending Minnesota Statutes 1996, section 
  1.6             134.45, subdivision 5. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 134.45, 
  1.9   subdivision 5, is amended to read: 
  1.10     Subd. 5.  [QUALIFICATION.] A public library jurisdiction 
  1.11  may apply for a grant in an amount up to $150,000 or 50 percent 
  1.12  of the approved costs of removing architectural barriers from a 
  1.13  building or site, whichever is less., where the total of the 
  1.14  costs are $300,000 or less.  For projects with approved costs 
  1.15  that range from $300,000 to $600,000, the jurisdiction may apply 
  1.16  for an additional amount of up to $100,000 or 33 percent of the 
  1.17  second $300,000 of the costs.  For projects with approved costs 
  1.18  that exceed $600,000 the jurisdiction may apply for up to an 
  1.19  additional $45,000 or 15 percent of the approved costs over 
  1.20  $600,000.  Grants may be made only for projects in existing 
  1.21  buildings used as a library, or to prepare another existing 
  1.22  building for use as a library.  Grants must not be used to pay 
  1.23  part of the cost of meeting accessibility requirements in a new 
  1.24  building. 
  1.25     Sec. 2.  [PUBLIC LIBRARY ACCESSIBILITY GRANTS.] 
  1.26     Subdivision 1.  [APPROPRIATION.] $3,000,000 is appropriated 
  2.1   from the bond proceeds fund to the commissioner of children, 
  2.2   families, and learning for grants to public libraries for 
  2.3   accessibility capital projects under Minnesota Statutes, section 
  2.4   134.45. 
  2.5      Subd. 2.  [BOND SALE.] To provide the money appropriated by 
  2.6   this section from the bond proceeds fund, the commissioner of 
  2.7   finance, on request of the governor, shall sell and issue bonds 
  2.8   of the state in an amount up to $3,000,000 in the manner, on the 
  2.9   terms, and with the effect prescribed by Minnesota Statutes, 
  2.10  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  2.11  article XI, sections 4 to 7. 
  2.12     Sec. 3.  [EFFECTIVE DATE.] 
  2.13     Sections 1 and 2 are effective the day after their final 
  2.14  enactment.
