  1.1                          A bill for an act 
  1.2             relating to higher education; appropriating money for 
  1.3             course or curriculum redesign. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION; COURSE REDESIGN.] 
  1.6      (a) $1,000,000 is appropriated from the general fund to the 
  1.7   board of trustees of the Minnesota state colleges and 
  1.8   universities for course or curriculum redesign.  This 
  1.9   appropriation must be used for redesign that will enable cost 
  1.10  reductions on a fully allocated basis of at least 25 percent in 
  1.11  the delivery of the course or curriculum and provide for 
  1.12  recovery of the redesign expenditures within five years.  The 
  1.13  board shall report in the biennial budget document on the use of 
  1.14  this appropriation, including the fully allocated cost of 
  1.15  courses prior to redesign, the fully allocated cost after 
  1.16  redesign, and projected uses of the cost savings.  The board 
  1.17  shall also report on additional courses that could be redesigned 
  1.18  to achieve the cost savings and recovery standards of this 
  1.19  section. 
  1.20     (b) $1,000,000 is appropriated from the general fund to the 
  1.21  board of regents of the University of Minnesota for course or 
  1.22  curriculum redesign.  This appropriation must be used for 
  1.23  redesign that will enable cost reductions on a fully allocated 
  1.24  basis of at least 25 percent in the delivery of the course or 
  2.1   curriculum and provide for recovery of the redesign expenditures 
  2.2   within five years.  The board shall report in the biennial 
  2.3   budget document on the use of this appropriation, including the 
  2.4   fully allocated cost of courses prior to redesign, the fully 
  2.5   allocated cost after redesign, and projected uses of the cost 
  2.6   savings.  The board is requested to report on additional courses 
  2.7   that could be redesigned to achieve the cost savings and cost 
  2.8   recovery standards of this section.
