  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for development and construction of the southwest 
  1.4             regional trail in the city of St. Louis Park; 
  1.5             authorizing the sale of state bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [DEVELOPMENT AND CONSTRUCTION OF SOUTHWEST 
  1.8   REGIONAL TRAIL; APPROPRIATION.] 
  1.9      $1,500,000 is appropriated from the bond proceeds fund to 
  1.10  the commissioner of natural resources for payment to the city of 
  1.11  St. Louis Park for the cost of development and acquisition of 
  1.12  the southwest regional trail in the city and must be matched by 
  1.13  $500,000 of nonstate funding.  The trail must connect the 
  1.14  Minneapolis regional trail system at Cedar Lake park to the 
  1.15  Hennepin parks regional trail system at the Hopkins trail head. 
  1.16     Sec. 2.  [BOND SALE.] 
  1.17     To provide the money appropriated in this act from the 
  1.18  state bond proceeds fund, the commissioner of finance, on 
  1.19  request of the governor, shall sell and issue bonds of the state 
  1.20  in an amount up to $1,500,000 in the manner, upon the terms, and 
  1.21  with the effect prescribed by Minnesota Statutes, sections 
  1.22  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  1.23  XI, sections 4 to 7. 
  1.24     Sec. 3.  [EFFECTIVE DATE.] 
  1.25     This act is effective the day following final enactment.
