  1.1                          A bill for an act 
  1.2             relating to local government; specifying means of 
  1.3             financing multijurisdictional programs in Hennepin 
  1.4             county; authorizing Hennepin county to include costs 
  1.5             of certain projects in a capital improvement plan and 
  1.6             the issuance of bonds therefor; imposing some 
  1.7             restrictions on the capital improvement purposes; 
  1.8             amending Minnesota Statutes 2000, section 383B.79, by 
  1.9             adding a subdivision. 
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  Minnesota Statutes 2000, section 383B.79, is 
  1.12  amended by adding a subdivision to read: 
  1.13     Subd. 5.  [FINANCING.] Hennepin county may appropriate 
  1.14  funds for any of the activities described in subdivision 1, 
  1.15  whether or not state funds are appropriated for the activity.  
  1.16  Hennepin county may include any part of the costs of a project 
  1.17  described in section 469.002, subdivision 12, in a capital 
  1.18  improvement plan adopted under section 373.40, and may issue 
  1.19  bonds for such purposes pursuant to and subject to the 
  1.20  procedures and limitations set forth in section 373.40, whether 
  1.21  or not the capital improvement to be financed is to be owned by 
  1.22  the county or any other governmental entity.  Such purposes are 
  1.23  in addition to the capital improvements described in section 
  1.24  373.40, but shall not include light rail transit or any activity 
  1.25  related to it, or a sports facility building unless the building 
  1.26  is part of an outdoor park facility and is incidental to the 
  1.27  primary purpose of outdoor recreation.
