A bill for an act
relating to state grants; requiring the disclosure of compensation amounts
provided to certain highly compensated individuals employed by nonprofit
organizations receiving state grants; amending Minnesota Statutes 2014, sections
16A.056, subdivision 2; 16B.98, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 16A.056, subdivision 2, is amended to read:


Subd. 2.

Contracts.

(a) The searchable database on the Web site must include at
least the following data fields on state contracts:

(1) the name of the entity receiving the contract;

(2) the name of the agency entering into the contract;

(3) an indication if the contract is for (i) goods; (ii) professional or technical services;
(iii) services other than professional and technical services; or (iv) a grant; deleted text begin and

(4) the fund or funds from which the entity receiving the contract will be paidnew text begin ; and

new text begin (5) any compensation disclosure provided under section 16B.98, subdivision 1new text end .

(b) For each contract, the database must also include:

(1) an address for each entity receiving a contract; and

(2) a brief statement of the purpose of the contract or grant.

(c) Information on a new contract or grant must be entered into the database within
30 days after the contract or grant is entered into.

(d) For purposes of this section, a "grant" is a contract between a state agency and
a recipient, the primary purpose of which is to transfer cash or a thing of value to the
recipient to support a public purpose. Grant does not include aid payments to units of local
government, payments to state employees, or payments made under laws providing for
assistance to individuals.

Sec. 2.

Minnesota Statutes 2014, section 16B.98, subdivision 1, is amended to read:

is responsible for negotiating appropriate limits to these costs so that the state derives the
optimum benefit for grant funding.

and compensation of each employee and individual who is paid more than $...,000 per year
by the recipient or a related organization, as defined in section 317A.011, subdivision 18.
