  1.1                          A bill for an act 
  1.2             relating to the city of St. Paul; providing for the 
  1.3             use of certain sales tax revenues. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [CITY OF ST. PAUL; USE OF SALES TAX REVENUES.] 
  1.6      The revenue derived from the sales tax imposed by the city 
  1.7   of St. Paul under Laws 1993, chapter 375, article 9, section 46, 
  1.8   as amended by Laws 1997, chapter 231, article 7, section 40, 
  1.9   that is distributed to the city's cultural STAR program must be 
  1.10  awarded through a grant or loan review process as provided in 
  1.11  this section.  Eighty percent of the revenue must be annually 
  1.12  awarded to nonprofit arts organizations, libraries, and museums 
  1.13  that are located in the designated cultural district of downtown 
  1.14  St. Paul, and the remaining 20 percent may be awarded to 
  1.15  businesses in the cultural district for projects which enhance 
  1.16  visitor enjoyment of the district, or to nonprofit arts 
  1.17  organizations, libraries, and museums located in St. Paul but 
  1.18  outside of the cultural district.  Grants or loans may be used 
  1.19  for capital improvements. The restrictions in this section apply 
  1.20  to all STAR cultural funds collected after June 30, 1998.
