  1.1                          A bill for an act 
  1.2             relating to retirement; Teachers Retirement 
  1.3             Association; authorizing the acquisition of allowable 
  1.4             and formula service credit for a paid leave of absence 
  1.5             period. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TEACHERS RETIREMENT ASSOCIATION; ACQUISITION 
  1.8   OF CREDIT FOR PAID LEAVE OF ABSENCE.] 
  1.9      (a) Notwithstanding any provision of Minnesota Statutes, 
  1.10  chapter 354, to the contrary, an eligible person described in 
  1.11  paragraph (b) is entitled to receive allowable and formula 
  1.12  service credit from the Teachers Retirement Association under 
  1.13  Minnesota Statutes, section 354.05, subdivisions 13 and 25, and 
  1.14  associated salary credit for a two-year leave of absence period 
  1.15  from Independent School District No. 13, Columbia Heights. 
  1.16     (b) An eligible person is a person who: 
  1.17     (1) was born on July 21, 1948; 
  1.18     (2) was employed by Independent School District No. 13, 
  1.19  Columbia Heights, variously during the period of the 1978-1979 
  1.20  school year through the 1997-1998 school year; 
  1.21     (3) was granted a sabbatical leave during the 1983 school 
  1.22  year; 
  1.23     (4) settled a discrimination action against Independent 
  1.24  School District No. 13, Columbia Heights, in 1998, and was 
  1.25  considered to be on leave with pay during the 1998-1999 and 
  2.1   1999-2000 school years; and 
  2.2      (5) was employed as a substitute teacher by Independent 
  2.3   School District No. 272, Eden Prairie, during the 1999-2000 and 
  2.4   2000-2001 school years. 
  2.5      (c) If the eligible person has received a refund of an 
  2.6   overpayment of member contributions, the person must repay the 
  2.7   refund, plus 8.5 percent annual compound interest per year from 
  2.8   the date of the refund to the date of repayment. 
  2.9      Sec. 2.  [EFFECTIVE DATE.] 
  2.10     (a) Section 1 is effective the day following final 
  2.11  enactment. 
  2.12     (b) Any refund repayment under section 1, paragraph (c), 
  2.13  must be made before January 1, 2005. 
  2.14     (c) Section 1 expires on July 1, 2005.
