  1.1                          A bill for an act 
  1.2             relating to health; appropriating money for emergency 
  1.3             medical services communications needs assessment. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [EMERGENCY MEDICAL SERVICES COMMUNICATIONS 
  1.6   NEEDS ASSESSMENT.] 
  1.7      (a) An emergency medical services needs assessment shall be 
  1.8   conducted for areas outside the seven-county metropolitan area.  
  1.9   The assessment shall determine the current status and need for 
  1.10  emergency medical services communications equipment.  All 
  1.11  regional emergency medical services programs designated by the 
  1.12  emergency medical services regulatory board under Minnesota 
  1.13  Statutes, section 144.8093, shall cooperate in the preparation 
  1.14  of the assessment. 
  1.15     (b) Funds for this project shall be distributed through the 
  1.16  emergency medical services system fund under Minnesota Statutes, 
  1.17  section 144.8093, by a sole source contract with the Arrowhead 
  1.18  EMS Association, Inc., Duluth, Minnesota.  If Arrowhead EMS 
  1.19  Association, Inc., is unable to carry out this contract, the 
  1.20  emergency medical services regulatory board shall seek a 
  1.21  qualified contractor through an open bid process.  The 
  1.22  contractor must be based in Minnesota. 
  1.23     (c) A final report with recommendations shall be delivered 
  1.24  to the emergency medical services regulatory board and the 
  2.1   legislature by July 1, 1999. 
  2.2      Sec. 2.  [APPROPRIATION.] 
  2.3      $89,000 is appropriated to the Minnesota emergency medical 
  2.4   services regulatory board for the purposes in section 1.
