commissioner of employment and economic development to make grants to 501(c)(3)
nonprofit organizations providing critical services to the Twin Cities Native American
community, as provided in this section. Unless otherwise specified, all appropriations in
this section are onetime and are available until the project is completed or abandoned, subject
to Minnesota Statutes, section 16A.642.

new text begin $6,500,000 is for a grant
to the American Indian Community Development Center (AICDC) for acquisition, predesign,
and design of a 21,825-square-foot Native American-specific inpatient opioid treatment
facility. The treatment facility and programming for the facility shall be developed in
collaboration with Tribal Nations and Legacy organizations.

new text begin $37,000,000 is for a grant to the Montessori American
Indian Child Care Center to acquire, predesign, design, construct, furnish, and equip the
Oyate Ota Center, an American Indian Community Center in the city of St. Paul. The
property will provide the colocation of the American Indian Family Center, Interfaith Action
- Department of Indian Work, and Montessori American Indian Child Care Center. The
new center will provide programming and on-site state and county Tribal services, including
Rule 3 licensed child care, job and vocational training, social enterprise opportunities, and
food and basic needs at a community food shelf.

new text begin $2,200,000 is for a grant to Ain Dah Yung Center for the design
and construction of existing facilities operated by the emergency shelter located at 1089
Portland Avenue S., St. Paul, and the Beverly A. Benjamin Youth Lodge at 1212 Raymond
Avenue, St. Paul. The project scope at 1089 Portland Avenue S. includes tuckpointing,
Americans with Disabilities Act access compliance, and improvements to the building's
foundation. The project scope at 1212 Raymond Avenue in St. Paul, includes new roof and
gutters and replacement of the rear deck and walkways. These improvements will carry out
the center's mission of providing dignified emergency shelter, transitional housing, and
street outreach services to American Indian children and young adults.

(AIOIC) to predesign, design, construct, furnish, and equip a new 59,050-square-foot facility
and campus in South Minneapolis to carry out the mission of the AIOIC to empower
American Indians by providing educational and employment opportunities through Takoda
Institute Training, Takoda Works Career Coaching, Takoda GED and Adult Basic Education,
and Takoda Prep Alternative High School.

Work (DIW) to predesign, design, construct, furnish, and equip property it currently owns,
which formerly served as a transitional housing facility for teen mothers, and for the
renovation and capital repairs of the DIW's existing facility at 1001 E. Lake St., Minneapolis,
to better carry out its mission of providing support and strength to urban American Indian
people through a full spectrum of culturally based programming.

predesign, design, construct, furnish, and equip a 20-acre farm site and Native community

Peoples Task Force to acquire land, predesign, design, construct, furnish, and equip a
12,614-square-foot Mikwanedun Audisookon Center for Art and Wellness in the Phillips
neighborhood in the city of Minneapolis to provide a spectrum of community services,
including HIV and opioid harm reduction services, housing and navigation services, youth
programs, and traditional foods and environment services.

to the Little Earth Neighborhood Early Learning Center to predesign, design, and construct
needed HVAC and other code upgrades within the existing building, and to upgrade and

new text begin $3,800,000 is for a grant to the Little
Earth Residents Association for the predesign, design, and construction of the Little Earth
Innovation Hub, which will contain a green house, aquaponics facility, commercial kitchen,
office, and gathering space. The project also includes ADA upgrades to the facility.

grant to the Little Earth of United Tribes Housing Corporation for safety and ADA upgrades
to the Little Earth Housing complex, as well as capital improvements to the office buildings
within the Little Earth Housing complex.

new text begin Lower Phalen Creek Project: Wakan Tipi Center. new text end

new text begin $2,500,000 is for a grant
to the Lower Phalen Creek Project: Wakan Tipi Center to design, construct, furnish, and
equip the Wakan Tipi Center located in the Bruce Vento Nature Sanctuary in the city of St.
Paul. The new facility will feature a reception area, classrooms, permanent and temporary
exhibit space, a community gathering area, and gallery space to showcase and expand the
value of the sanctuary as a place for cultural healing, lifelong learning, and inspiration.

to the Minnesota Indian Women's Resource Center (MIWRC) to predesign, design, construct,
furnish, and equip a substantial renovation to the existing facilities, which will bring the
buildings up to code, ADA accessible, and more environmentally efficient and functional.
The project will also expand MIWRC's housing capacity from 14 to 22 units.

grant to the Native American Community Development Institute for the full acquisition of
1414 E. Franklin Ave., Minneapolis, a building that they partially own and out of which
they operate community development and art programming.

new text begin $300,000 is for a grant to the New Native Theater for
predesign and design activities of a new and permanent 200-seat theater space. The new
theater space will be colocated on the newly constructed Minneapolis American Indian
