  1.1                          A bill for an act 
  1.2             relating to the legislature; establishing the 
  1.3             legislative capital investment commission; providing 
  1.4             for legislative consideration of state capital needs; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 3. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [3.423] [CAPITAL INVESTMENT COMMISSION.] 
  1.9      Subdivision 1.  [DUTIES.] The legislative capital 
  1.10  investment commission shall submit to the legislature before 
  1.11  March 15 in each even-numbered year a proposed bill authorizing 
  1.12  spending to acquire and to better public land and buildings and 
  1.13  other public improvements of a capital nature and providing for 
  1.14  public debt to be contracted for the spending.  In its 
  1.15  deliberations, the commission shall consider the present and 
  1.16  future needs of state government for new buildings and the 
  1.17  refitting of buildings, other capital needs, and the appropriate 
  1.18  means of financing those needs. 
  1.19     Subd. 2.  [SCHEDULE; INFORMATION.] Each agency of state 
  1.20  government shall submit requests for capital expenditures to the 
  1.21  governor before May 1 in each odd-numbered year.  Before June 15 
  1.22  in each odd-numbered year, the governor shall submit to the 
  1.23  commission a preliminary capital budget for consideration for 
  1.24  the following year.  Each state officer and agency shall provide 
  1.25  information to the commission upon its request. 
  1.26     Subd. 3.  [COMPOSITION; POWERS.] The commission shall be 
  2.1   composed of seven representatives appointed by the speaker and 
  2.2   seven senators appointed by the subcommittee on committees.  The 
  2.3   members shall serve the terms provided by their appointing 
  2.4   authority.  Members shall be reimbursed for their expenses as 
  2.5   for other legislative service.  The commission shall elect a 
  2.6   chair and any other officers that it determines will be useful 
  2.7   from among its members.  The speaker of the house and the 
  2.8   president of the senate shall assign staff from among the 
  2.9   regular staff of the legislature to assist the commission with 
  2.10  its work. 
  2.11     Sec. 2.  [EFFECTIVE DATE.] 
  2.12     The first commission shall be appointed and begin its work 
  2.13  in 1999.
