  1.1                          A bill for an act 
  1.2             relating to health; providing an exemption from 
  1.3             certain requirements for registration of physician 
  1.4             assistants. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [EXCEPTION TO REGISTRATION REQUIREMENTS.] 
  1.7      Notwithstanding the requirements of Minnesota Statutes, 
  1.8   section 147A.02, the Board of Medical Practice shall register an 
  1.9   individual as a physician assistant if the individual: 
  1.10     (1) is ineligible for the certification examination by the 
  1.11  National Commission on the Certification of Physician Assistants 
  1.12  because the individual's education took place in a nonaccredited 
  1.13  institution, or the individual was informally trained on the 
  1.14  job; 
  1.15     (2) trained and served in the United States military as a 
  1.16  medic or hospital corpsman on active duty and has continuously 
  1.17  practiced as a physician or surgeon's assistant in Minnesota 
  1.18  since 1976, including a practice which combined in-office 
  1.19  surgical practice with the individual's supervised autonomous 
  1.20  schedule and with assisting in a hospital operating room on 
  1.21  cases warranting a first assistant; 
  1.22     (3) meets all other requirements for registration; 
  1.23     (4) submits satisfactory recommendations from a supervising 
  1.24  physician; and 
  1.25     (5) achieves a satisfactory result on any criminal 
  2.1   background or health check required by the board. 
  2.2      Sec. 2.  [PROVISIONAL REGISTRATION.] 
  2.3      An individual registered under section 1 is deemed to hold 
  2.4   a provisional registration for two years from the date of 
  2.5   registration.  If there have been no substantiated complaints 
  2.6   against an individual during the provisional period, the board 
  2.7   shall extend full registration to the individual upon completion 
  2.8   of the provisional period. 
  2.9      Sec. 3.  [EFFECTIVE DATE.] 
  2.10     Sections 1 and 2 are effective the day following final 
  2.11  enactment.
