  1.1                          A bill for an act 
  1.2             relating to education funding; authorizing a grant to 
  1.3             independent school district No. 656, Faribault; 
  1.4             authorizing a local levy; authorizing a fund transfer; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [INDEPENDENT SCHOOL DISTRICT NO. 656, 
  1.8   FARIBAULT.] 
  1.9      Subdivision 1.  [GRANT.] $....... is appropriated in fiscal 
  1.10  year 2000 and $....... is appropriated in fiscal year 2001 from 
  1.11  the general fund to the department of children, families, and 
  1.12  learning for a grant to independent school district No. 656, 
  1.13  Faribault, for the district's unreimbursed costs associated with 
  1.14  activities designed to provide kindergarten through grade 12 
  1.15  educational services to students enrolled in the Faribault 
  1.16  academy for the deaf and the academy for the blind. 
  1.17     Subd. 2.  [FUND TRANSFER.] Notwithstanding Minnesota 
  1.18  Statutes, section 123B.79, or other law, on or before June 30, 
  1.19  2000, independent school district No. 656, Faribault, may 
  1.20  transfer up to $1,000,000 from its capital expenditure account 
  1.21  to the undesignated general fund. 
  1.22     Subd. 3.  [LEVY AUTHORITY.] For taxes payable in 2000, 
  1.23  2001, and 2002 only, independent school district No. 656, 
  1.24  Faribault, may annually levy up to $333,000 for the purpose of 
  1.25  eliminating a budget deficit.  Before making this levy, 
  2.1   independent school district No. 656, Faribault, must include a 
  2.2   discussion of this levy during its truth in taxation hearing 
  2.3   under Minnesota Statutes, section 275.065 and after describing 
  2.4   the proposed uses of the levy proceeds, the school board must 
  2.5   separately approve this levy authority. 
  2.6      Sec. 2.  [EFFECTIVE DATE.] 
  2.7      Section 1 is effective the day following final enactment.
