A bill for an act
relating to education finance; establishing the
Minnesota Education Innovation Council; appropriating
money; proposing coding for new law in Minnesota
Statutes, chapter 127A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

COUNCIL.

new text begin (a) The governor shall appoint a seven-member Minnesota
Education Innovation Council. The seven members shall represent
various areas of the state. The council must include
representatives from elementary, secondary, and postsecondary
education; teachers; school administrators; charter schools; and
business. The compensation, removal of members, filling of
vacancies, and terms are governed by section 15.0575. The
Department of Education must provide staff to assist the council.

new text begin (b) The purpose of the council is to stimulate ideas and
innovation, including enhancing instructional effectiveness and
management efficiency. The council must award grants to schools
or school districts for pilot projects and assist them in
gaining modifications to state statutes and regulations. The
grant money must be used for startup costs or transition
expenses incurred from the innovative project. A school or
school district may use resources from any available
nonrestrictive source for the approved pilot project.

new text begin (c) The council must assess the effectiveness of approved
pilot projects through evaluations conducted by an independent
third party.

new text begin (d) The council expires June 30, 2010. Renewal of the
council is contingent upon the council demonstrating the
usefulness of the council and the effectiveness of the approved
pilot projects.
