  1.1             CONFERENCE COMMITTEE REPORT ON S.F. NO. 1968 
  1.2                          A bill for an act 
  1.3             relating to labor; requiring the certification and 
  1.4             regulation of crane operators; authorizing civil 
  1.5             penalties; proposing coding for new law as Minnesota 
  1.6             Statutes, chapter 184C.

  1.14     We, the undersigned conferees for S.F. No. 1968, report 
  1.15  that we have agreed upon the items in dispute and recommend as 
  1.16  follows: 
  1.17     
  1.18     That the House recede from its amendment and that S.F. No. 
  1.19  1968 be further amended as follows: 
  1.20     Delete everything after the enacting clause and insert: 
  1.21     "Section 1.  [CRANE SAFETY STUDY.] 
  1.22     The commissioner of labor and industry shall study ways to 
  1.23  ensure the safe operation of cranes on construction sites.  The 
  1.24  commissioner shall form a task force with interested parties and 
  1.25  stakeholders during this study including, but not limited to, 
  1.26  the Minnesota Building and Construction Trades Council and 
  1.27  related contractor organizations. 
  1.28     By January 15, 2002, the commissioner shall report to the 
  2.1   chairs of the policy committees with jurisdiction over labor 
  2.2   issues, recommendations of the task force on ways to achieve the 
  2.3   safe operation of cranes on construction sites through 
  2.4   certification and other requirements, including any possible 
  2.5   legislative or administrative changes." 
  2.6      Delete the title and insert: 
  2.7                          "A bill for an act 
  2.8             relating to labor; requiring a study for the safe 
  2.9             operation of cranes." 
  3.1      We request adoption of this report and repassage of the 
  3.2   bill.
