  1.1                          A bill for an act 
  1.2             relating to state government; adding a deputy 
  1.3             commissioner of the office of tourism; repealing 
  1.4             certain obsolete and redundant trade and economic 
  1.5             development department programs and duties; amending 
  1.6             Minnesota Statutes 2000, section 116J.01, subdivisions 
  1.7             4, 5; repealing Minnesota Statutes 2000, sections 
  1.8             41A.066; 116J.541; 116J.542; 116J.75; 116J.8755; 
  1.9             116J.9671; 116J.980, subdivision 4; 116J.992.  
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  Minnesota Statutes 2000, section 116J.01, 
  1.12  subdivision 4, is amended to read: 
  1.13     Subd. 4.  [APPOINTMENT OF DIRECTOR DEPUTY COMMISSIONER OF 
  1.14  THE OFFICE OF TOURISM.] The director deputy commissioner of the 
  1.15  office of tourism shall be appointed by the governor.  
  1.16  The director deputy commissioner is under the supervision of the 
  1.17  commissioner and serves in the unclassified service. 
  1.18     Sec. 2.  Minnesota Statutes 2000, section 116J.01, 
  1.19  subdivision 5, is amended to read: 
  1.20     Subd. 5.  [DEPARTMENTAL ORGANIZATION.] (a) The commissioner 
  1.21  shall organize the department as provided in section 15.06.  
  1.22     (b) The commissioner may establish divisions and offices 
  1.23  within the department.  The commissioner may employ three four 
  1.24  deputy commissioners in the unclassified service.  One deputy 
  1.25  must direct the Minnesota trade office and must be experienced 
  1.26  and knowledgeable in matters of international trade.  One must 
  1.27  direct the office of tourism and be knowledgeable in matters of 
  2.1   tourism.  
  2.2      (c) The commissioner shall: 
  2.3      (1) employ assistants and other officers, employees, and 
  2.4   agents that the commissioner considers necessary to discharge 
  2.5   the functions of the commissioner's office; 
  2.6      (2) define the duties of the officers, employees, and 
  2.7   agents, and delegate to them any of the commissioner's powers, 
  2.8   duties, and responsibilities, subject to the commissioner's 
  2.9   control and under conditions prescribed by the commissioner.  
  2.10     (d) The commissioner shall ensure that there are at least 
  2.11  three trade and economic development officers in state offices 
  2.12  in nonmetropolitan areas of the state who will work with local 
  2.13  units of government on developing local trade and economic 
  2.14  development. 
  2.15     Sec. 3.  [REVISOR INSTRUCTION.] 
  2.16     The revisor of statutes shall delete "41A.066" in Minnesota 
  2.17  Statutes, sections 41A.02 and 41A.04, and insert "41A.09." 
  2.18     Sec. 4.  [REPEALER.] 
  2.19     Subdivision 1.  [LOANS FOR HAZARDOUS WASTE PROCESSING 
  2.20  FACILITIES.] Minnesota Statutes 2000, section 41A.066, is 
  2.21  repealed. 
  2.22     Subd. 2.  [ANALYSIS OF EFFECT OF BUSINESS-RELATED TAX 
  2.23  REDUCTIONS.] Minnesota Statutes 2000, sections 116J.541; and 
  2.24  116J.542, are repealed. 
  2.25     Subd. 3.  [ELECTRONIC ACCESS TO INTERNATIONAL 
  2.26  MARKETS.] Minnesota Statutes 2000, section 116J.8755, is 
  2.27  repealed. 
  2.28     Subd. 4.  [DTED TO ENCOURAGE AND DEVELOP COMMERCE AND 
  2.29  REMOVE TRADE BARRIERS.] Minnesota Statutes 2000, section 
  2.30  116J.9671, is repealed. 
  2.31     Subd. 5.  [OUTDOOR RECREATION GRANTS.] Minnesota Statutes 
  2.32  2000, section 116J.980, subdivision 4, is repealed. 
  2.33     Subd. 6.  [TACONITE MINING GRANT PROGRAM.] Minnesota 
  2.34  Statutes 2000, section 116J.992, is repealed. 
  2.35     Subd. 7.  [BUSINESS LICENSES.] Minnesota Statutes 2000, 
  2.36  section 116J.75, is repealed. 
  3.1      Sec. 5.  [EFFECTIVE DATE.] 
  3.2      Section 4 is effective on the day following final enactment.
