  1.1                          A bill for an act 
  1.2             relating to state government; restricting reverse 
  1.3             auction procurement authority for the commissioner of 
  1.4             administration; amending Minnesota Statutes 2003 
  1.5             Supplement, section 16C.10, subdivision 7. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2003 Supplement, section 
  1.8   16C.10, subdivision 7, is amended to read: 
  1.9      Subd. 7.  [REVERSE AUCTION.] (a) For the purpose of this 
  1.10  subdivision, "reverse auction" means a purchasing process in 
  1.11  which vendors compete to provide goods or engineering design or 
  1.12  computer services at the lowest selling price in an open and 
  1.13  interactive environment. 
  1.14     (b) The provisions of sections 13.591, subdivision 3, and 
  1.15  16C.06, subdivision 2, do not apply when the commissioner 
  1.16  determines that a reverse auction is the appropriate purchasing 
  1.17  process. 
  1.18     Sec. 2.  [EFFECTIVE DATE.] 
  1.19     Section 1 is effective the day following final enactment.
