  1.1                          A bill for an act 
  1.2             relating to local government; requiring preparation of 
  1.3             draft urban rivers guidelines. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [URBAN RIVERS GUIDELINES.] 
  1.6      The office of strategic and long-range planning, in 
  1.7   consultation with the department of natural resources and 
  1.8   appropriate and affected parties, must prepare draft urban 
  1.9   rivers sustainable development guidelines along the central 
  1.10  business districts of rivers in urban areas of the state.  The 
  1.11  office must: 
  1.12     (1) evaluate existing state and municipal laws; 
  1.13     (2) evaluate the need for the department of natural 
  1.14  resources to have authority to adopt rules to implement the 
  1.15  Mississippi river critical area order (executive order 79-19); 
  1.16     (3) review federal legislation affecting urban rivers; and 
  1.17     (4) identify the technical and administrative procedures to 
  1.18  guide urban river development. 
  1.19     The draft guidelines must be made available to the 
  1.20  environmental and economic development policy committees of the 
  1.21  legislature, and to interested parties, by January 15, 2002.
