  1.1                          A bill for an act 
  1.2             relating to children; appropriating money to support 
  1.3             the Kids Capacity Initiative; requiring a report. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION; KIDS CAPACITY INITIATIVE.] 
  1.6      $100,000 is appropriated from the general fund to the 
  1.7   commissioner of children, families, and learning for the fiscal 
  1.8   biennium ending June 30, 2001, to make a grant to the Kids 
  1.9   Capacity Initiative pilot program in Hennepin county that is 
  1.10  testing the use of transition homes and circles of support for 
  1.11  children in place of the current system of foster homes and 
  1.12  treatment teams.  The staff of Kids Capacity Initiative shall 
  1.13  report the results of the pilot program to the governor and the 
  1.14  policy committees in both houses of the legislature that have 
  1.15  jurisdiction over foster care for children by February 1, 2001.
