  1.1                          A bill for an act 
  1.2             relating to governmental operations; clarifying that 
  1.3             the government training service is not subject to the 
  1.4             solicitation process in Minnesota Statutes, chapter 
  1.5             16C; appropriating money; proposing coding for new law 
  1.6             in Minnesota Statutes, chapter 43A. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [43A.213] [GOVERNMENT TRAINING SERVICE.] 
  1.9      The government training service was established in March 
  1.10  1976 by a joint powers agreement under section 471.59 between 
  1.11  the commissioner of personnel, the director of the state 
  1.12  planning agency, the University of Minnesota, the League of 
  1.13  Minnesota Municipalities, the Minnesota School Boards 
  1.14  Association, and the Association of Minnesota Counties to 
  1.15  provide training and development of government officials and 
  1.16  employees.  As an entity providing services under a cooperative 
  1.17  agreement within the meaning of section 16C.10, subdivision 4, 
  1.18  neither the government training service nor a state agency or 
  1.19  political subdivision to which the government training service 
  1.20  provides services is subject to the solicitation process 
  1.21  described in chapter 16C when entering into a contract for those 
  1.22  services. 
  1.23     Sec. 2.  [APPROPRIATION.] 
  1.24     $50,000 additional for fiscal year 2000 and $50,000 
  1.25  additional for fiscal year 2001 are appropriated from the 
  1.26  general fund to the commissioner of employee relations for a 
  2.1   grant to the government training service for ongoing operations, 
  2.2   including technology upgrades. 
  2.3      $100,000 for fiscal year 2000 and $100,000 for fiscal year 
  2.4   2001 are appropriated to the commissioner of employee relations 
  2.5   for a grant to the government training service for this biennium 
  2.6   only to develop educational programs to increase awareness of 
  2.7   new legislators and appointed state officials regarding the 
  2.8   functions, operations, and challenges of local governments and 
  2.9   to develop a website and conduct programs to facilitate the 
  2.10  dissemination of local government best management practices in 
  2.11  public service delivery across jurisdictions and enhance skills 
  2.12  needed to implement them.
