  1.1                          A bill for an act 
  1.2             relating to human services; requiring the commissioner 
  1.3             of human services to review the adequacy of payment 
  1.4             information provided to medical assistance recipient's 
  1.5             billing statement for medical assistance recipients. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [REVIEW OF THE ADEQUACY OF ITEMIZED PAYMENT 
  1.8   STATEMENTS.] 
  1.9      The commissioner of human services shall conduct a review 
  1.10  of the adequacy of the department of human service's system for 
  1.11  providing medical assistance recipients with information 
  1.12  regarding payment for medical assistance services to ensure that 
  1.13  payments are made only for those services that have actually 
  1.14  been provided, and, in instances in which private insurance or 
  1.15  other third-party payment is applicable, to ensure that 
  1.16  duplicative medical assistance payments are not being made.  The 
  1.17  commissioner shall convene a panel to assist in the review which 
  1.18  must include medical assistance recipients or their 
  1.19  representatives and medical assistance vendors or their 
  1.20  representatives. 
  1.21     The commissioner shall submit a report to the legislature 
  1.22  by January 15, 1997, on the results of the review.  The report 
  1.23  must include recommendations for any additions or modifications 
  1.24  to current requirements to enable recipients to monitor billings.
