A bill for an act
relating to public schools; requiring the Department of Education to examine
educational programs throughout Minnesota to determine if a general, uniform,
thorough, and efficient system of public schools exists; requiring a report;
appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The stability of a republican form of government depending
mainly upon the intelligence of the people, the Department of Education must examine
the educational programs provided to students in public school districts throughout the
state to determine if a uniform system of public schools exists throughout Minnesota.
The department analysis must include an examination of whether equal educational
opportunities for student achievement exist throughout the state. The department shall
assess the extent to which school size, tax base disparities, funding disparities, and facility
differences affect educational opportunities for achievement for all students in the state.

The Department of Education must report its findings to
the legislative committees having jurisdiction over birth through grade 12 education by
January 15, 2008.
