A bill for an act
relating to education; providing comprehensive support revenue to schools in need
of comprehensive support under the Every Student Succeeds Act; appropriating
money; proposing coding for new law in Minnesota Statutes, chapter 126C.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Comprehensive support revenue. new text end

new text begin The comprehensive support revenue
equals the sum of the school site's English learner cross subsidy aid, schoolbook aid, extended
school year aid, prekindergarten program aid, school social worker aid, school counselor
aid, school nurse aid, library media specialist aid, paraprofessional aid, full-service
community school coordinator aid, and homeless liaison aid. An elementary school site
qualifies for aid under this section if it is identified as in need of comprehensive support
under Minnesota's state plan of the Every Student Succeeds Act.

new text begin English learner cross subsidy aid. new text end

new text begin A school site's English learner cross subsidy
aid equals the difference between the site's English learner aid for the second previous year
and its English learner revenue for that year.

new text begin Schoolbook aid. new text end

new text begin A school site's schoolbook aid equals $200 times the number
of students enrolled in the school site. Schoolbook aid must be used to develop a minimum
of 20 books for each student to take home during the school year only. The school library
media specialist must work with classroom teachers to select the books.

new text begin Extended school year aid. new text end

new text begin (a) A school site's extended school year aid equals
the product of:

new text begin (1) the number of students enrolled at the site; and
new text end

new text begin (2) $20 times the formula allowance for that year divided by 170.

new text begin (b) Each school site must provide a minimum of 20 additional days of instructional
service per year.

new text begin (c) Aid under this subdivision must not impact the calculation of extended time revenue
under section 126C.10. Pupil counts under this subdivision must not impact the calculation
of pupil units under section 126C.05.

new text begin Prekindergarten program. new text end

new text begin (a) A school site's prekindergarten program aid
equals the greater of the statewide average salary for a licensed prekindergarten teacher or
the average salary in the district for a licensed prekindergarten teacher in the second previous
year, times the site's average daily membership, divided by 25.

new text begin (b) Aid under this subdivision is in addition to any aid received if the site already operates
a voluntary prekindergarten program under section 124D.151 or school readiness program
under section 124D.15. A site must employ a licensed prekindergarten teacher.

new text begin (c) Each school site serving early elementary grades must provide a play-based
prekindergarten program at the school site. The program must have a student to staff ratio
of not more than ten to one and include at least one licensed preschool teacher for each 20
students served.

new text begin A school site's social worker aid equals the greater
of the statewide average salary for a licensed school social worker or the average salary in
the district for a licensed school social worker in the second previous year, times the site's
average daily membership, divided by 250. A site must employ a licensed school social
worker.

new text begin A school site's school counselor aid equals the greater
of the statewide average salary for a licensed school counselor or the average salary in the
district for a licensed school counselor in the second previous year, times the site's average
daily membership, divided by 250. A site must employ a licensed school counselor.

new text begin School nurse aid. new text end

new text begin A school site's school nurse aid equals the greater of the
statewide average salary for a licensed school nurse or the average salary in the district for
a licensed school nurse for the second previous year. A site must employ a licensed school
nurse.

new text begin Library media specialist aid. new text end

new text begin A school site's library media specialist aid equals
the greater of the statewide average salary for a library media specialist or the average salary
in the district for licensed school media specialists for the second previous year. A site must
employ a licensed school library media specialist.

new text begin Homeless liaison. new text end

new text begin A school site's homeless liaison aid equals the greater of
the statewide average salary for a homeless liaison or the average salary in the district for
a homeless liaison for the second previous year. Homeless liaison aid must be used to employ
a homeless liaison or to enter into an agreement with other local officials, agencies, or
organizations to ensure that a student whose family is at risk of homelessness receives
housing assistance.

new text begin A school site's paraprofessional aid equals $62,400
times the number of full-time classroom teachers in the building. School paraprofessional
aid must be used to employ paraprofessionals.

new text begin Full-service community school coordinator. new text end

new text begin A school site's full-service
community school coordinator aid equals $150,000. Full-service community school
coordinator aid must be used to employ a site coordinator under section 124D.231.

new text begin School site responsibilities. new text end

new text begin (a) A school site is eligible for revenue under
this section for seven years. A school district must allocate all aid received under this section
to the site identified as in need. Amounts made available under this section must be used
to supplement and not supplant other federal, state, and local public funds. A school district
must report data in the form and manner required by the commissioner.

new text begin (b) Each school site receiving aid under this section must:
new text end

new text begin (1) convene a committee comprised of parents and teachers to prepare a comprehensive
needs assessment for the site. The site must actively notify and encourage parents to join
the panel. The site must show fidelity to the comprehensive needs assessment as it
implements the provisions of this section;

new text begin (2) offer music, art, and physical education to every student each school day;
new text end

new text begin (3) ensure that every student has the opportunity for outside time each school day, which
may include academic activities, nonacademic activities, or free play;
new text end

new text begin (4) adhere to class size limits, ensuring no regular instruction classroom serving students
in prekindergarten through grade 3 has more than 18 students per teacher and no regular
instruction classroom serving students in grades 4 through 8 has more than 22 students per
teacher. A classroom may meet these limits by including more than one classroom teacher
in a classroom;

new text begin (5) provide trauma-responsive staff development for all school employees annually;
new text end

new text begin (6) offer or arrange early childhood family education services, including transportation,
for a student's parent, guardian, or caregiver with a young child;

new text begin (7) to the extent practicable, in each school classroom where more than 20 percent of
the students identify as American Indian, employ an American Indian elder to be in the
classroom. The school site must work with the district's American Indian committee to
locate and employ American Indian elders; and

new text begin (8) to the extent practicable, include locally grown foods for school meals.
